California hospital seismic compliance ahead of the January 1, 2030 deadline

HCAI states that under existing seismic safety standards, all hospital buildings providing acute care services are required to be fully functional following an earthquake by January 1, 2030, and that as of 2022 many hospitals do not fully meet these standards. The requirement stems from Senate Bill 1953 (Chapter 740, 1994), which amended the Alfred E. Alquist Hospital Facilities Seismic Safety Act. HCAI states seismic compliance plans were due January 1, 2026, and that plans submitted after that date will be recorded as not compliant with the required submittal date. HCAI also states that the portal for AB 1882 hospital services reporting opens November 1, 2028, applying to all general acute care hospitals that are not yet 2030 compliant.

Every acute care hospital building in California must be fully functional after an earthquake by January 1, 2030. Compliance plans were due at the start of 2026, and hospitals that are not yet compliant face further reporting obligations later this decade.

Meeting a fixed 2030 functionality requirement generally involves retrofit or replacement work, structural and non-structural upgrades, equipment anchoring, utility systems, inspection and testing, and phased construction inside operating facilities. Suppliers in structural retrofit, mechanical, electrical and plumbing systems, medical equipment installation, temporary facilities, and construction support services may see activity concentrated in the years before the deadline.
