HCAI states that under existing seismic safety standards, all hospital buildings providing acute care services are required to be fully functional following an earthquake by January 1, 2030, and that as of 2022 many hospitals do not fully meet these standards. The requirement stems from Senate Bill 1953 (Chapter 740, 1994), which amended the Alfred E. Alquist Hospital Facilities Seismic Safety Act. HCAI states seismic compliance plans were due January 1, 2026, and that plans submitted after that date will be recorded as not compliant with the required submittal date. HCAI also states that the portal for AB 1882 hospital services reporting opens November 1, 2028, applying to all general acute care hospitals that are not yet 2030 compliant.
