Southern California Edison 2025 General Rate Case decision

SCE filed its General Rate Case application (A.23-05-010) on May 12, 2023 for test year 2025 and the years 2026 through 2028. The CPUC issued a proposed decision on July 28, 2025 and Decision 25-09-030 on September 18, 2025. The decision approves revenue for 2025 through 2028 that is $4.39 billion less than SCE requested, and authorizes estimated post-test-year base revenue increases of $544 million in 2026, $522 million in 2027, and $447 million in 2028. The CPUC states the approved revenue requirement includes investments in wildfire risk reduction and grid hardening, safety and reliability of aging infrastructure, and upgrades for increased load growth.

Edison's multi-year revenue requirement is set through 2028 at a level well below its request, while still funding wildfire grid hardening, aging-infrastructure replacement, and load-growth upgrades.

Authorized revenue shapes what a utility can spend and when. Suppliers serving wildfire mitigation, undergrounding, distribution and substation equipment, vegetation management, and aging-asset replacement may see work continue within a tighter approved envelope, with more scrutiny of scope and cost. Suppliers should evaluate this against their own programs rather than treat it as a forecast of award volume.
